Committee proposes change in charge-block rule

The NCAA men’s basketball rules committee recommended a change to charge-block calls for next season.
Defenders would be required to be in a legal defensive position before an offensive player leaves the floor to draw a charging call. If a defender moves any way but vertically to block a shot, officials wouldl call a blocking foul.
The proposal still must receive approval in June from the Playing Rules Oversight Panel.
“This alteration will impact block/charge plays in an effort to make this play easier to coach and officiate,” said Belmont University coach Rick Byrd, the chairman of the committee. “In our discussions, the men’s basketball community, including coaches, officials and administrators, agreed that this rule needed adjustment.”
The committee also discussed expanding the restricted area, where a charge cannot be called, from three to four feet.
Other possible changes include when officials can use a monitor for a shot clock review and television timeout procedures.
