Is Sports Betting Legal in Georgia?

The Peach State has a lot going for it. Still, liberal gambling-friendly laws, including sports betting in Georgia, are not one of them. In fact, the Georgia constitution only permits charitable gaming (bingo & raffles) and the Georgia Lottery.

Forget about land-based casinos, including commercial or tribal casinos. However, there is one exception, The Emerald Princess Casino, a 200-foot cruise ship in Brunswick that launches from the East River into international waters. Unfortunately, sports betting in Georgia has yet to be legalized or regulated. However, the icy sentiment towards sports betting (and other gambling forms) has shown signs of beginning to thaw in recent years:

  • 2022: The Georgia Sports Betting Legalization Amendment may appear on the Georgia ballot on November 8, 2022.
  • 2021: A Georgia sports betting bill was sponsored in January 2021 to legalize online sports betting operated by the Georgia Lottery Corporation. Although passing in the Senate, it failed to pass in the House in time.
  • 2020: Republican Senator Burt Jones introduced a bill in 2020 to legalize sports betting administered by the Georgia Lottery. The bill failed to get past the committee. A second attempt to revive the original legal sports betting Georgia bill failed.
  • 2018: The Professional and Amateur Sports Protection Act (PASPA), banning sports betting, was struck down by the Supreme Court.

Gambling Tax in Georgia

Given the limitations on authorized forms of gambling in Georgia, tax sources are also understandably scarce. The Georgia Lottery underpins much of this tax revenue, collected from land-based retailers and the online lottery site, via the Georgia Mobile App. Georgia allows its players to participate in Powerball and Mega Millions draws, administered by the non-profit Multi-State Lottery Association (MUSL).
