Is Sports Betting Legal in Minnesota 2024?
Minnesota betting apps and mobile wagering sites lie in a gray area. The Gopher State doesn’t have any specific laws defining the legality of mobile sports betting. As a result, some offshore betting sites have been serving Minnesota for over a quarter-century.

Previous Sports Betting Bills in Minnesota
There have been multiple efforts to legalize sports betting in Minnesota over the years but so far all have failed at some stage in the process. Below we take at look at the previous sports betting bills introduced in Minnesota.
- HF1278 – Republican senators sponsored this bill and it was supported by the DFL. However, there was opposition from native tribes. It was introduced into the house on 18/04/2019 and corresponding SF1894 made it to the senate but failed to pass.
- HF769 – Introduced into the house on the 4th of February 2021, it was referred to Commerce Finance and Policy where it died.
- HF767 – Also introduced to the house on 04/02/2021 the bill looked to legalize sports betting and also set up sports betting laws around sports betting crimes and taxation. It was referred to Commerce Finance and Policy where it also died
- HF 778 – Introduced into the house in February 2021. There were several amendments made to the bill before it passed in the House in May 2022. The legislation failed to pass in the Senate in 2022 as a consensus over licensing could not be reached.
- HF2000 – This bill was introduced on 20/02/2023 it was sponsored by Rep. Stephenson and Rep. Hout. The bill saw many amendments and the corresponding Senate Bill SF1949 failed to pass after being referred to finance.
When will Betting be Legal in Minnesota?
Bill HF 778, unfortunately, failed in Minnesota’s State Congress in 2022. It is likely a similar bill, or another sports betting bill is introduced in this year’s legislature, and if passed The Great Lakes Region could see sports betting come 2024.
Tax on Sports Betting Winnings in Minnesota
If HF 778 is signed into law, sports operators accepting sports bets might have to pay anywhere from six percent to eight percent on net revenues. Minnesota considers net gambling winnings as taxable income. Minnesota’s variable income tax rate is between 5.35% to 9.85%. It’s presumed that sports gambling winnings will be taxed this way.
