Timeline of Missouri Online Sports Betting Legislation
The push for legal sports betting in the state dates back to 2018, following the overturn of PASPA. However, there have been many bumps in the road along the way.
Below is an up-to-date timeline regarding where we are regarding sports betting in Missouri.
- January 24. 2023: Two sports betting bills HB556 and HB 581 have gone through the first two readings, a date is yet to be set for their hearing.
- September 20, 2022 – In a special session called to address a planned reduction in local income tax rates, the governor of the American state of Missouri reportedly prevented lawmakers from considering a resolution on the prospective legalisation of sports betting.
- April 2022 – Current legislative session ends on May 13, 2022. This could be when the sports betting bill officially gets passed.
- March 30, 2022 – Following Kansas and Missouri lawmakers taking shots at each other concerning sports betting, Kansas passed SB 84 in their House and now heads to a conference committee. This could be a motivating factor for Missouri.
- March 24, 2022 – Missouri House passes HB 2502 and moves to the Senate. The tax on this bill went from 10% to 8% and is one of a few sports betting bills before the Senate.
- March 15, 2022 – Missouri Senate Appropriations Committee met regarding three bills—HB 2502, SB 1046, and SB 1061.
- February 23, 2022 – The state’s sports teams and casinos make public comments supporting two different sports betting bills.
- January 26, 2022 – Sports teams and casinos make their first comments pushing for sports betting in the state.
- 2021: Lawmakers seem to have a better grasp on “101” best practices of gambling regulation. We hope this improved knowledge will translate into legal Missouri online sports betting by the end of 2022.
- 2020: Six new bills are introduced but, unfortunately, most of them suffer from the same problems as their 2019 counterparts.
- May 2019: The U.S. The Supreme Court revokes PAPSA. Individual states now have authority over legalizing sports betting within their respective borders.
- Feb 2019: Representative Plocher puts forward bill H 2535, which is similar to J. Alferman’s H 2406. The new Missouri sports betting bill shares the fate of its predecessor.
- Feb 2019: Senator Hoskin proposes an integrity fee of 0.25% in bill S 1013. This fee would make it possible for leagues to earn a steady profit stream from state-wide Missouri sports betting.
- Feb 2019: Senator Rowden proposes bill S 1009 with provisions for riverboat casinos to offer sports betting in Missouri. The bill also included details on gambling taxes and responsible and safe wagering.
- Feb 2018: Additional bills are put forth for the Senate to consider. Among them is Senator Hoskins’ bill S 767, which includes a sports wagering provision that would go into effect should the courts revoke PAPSA.
- Feb 2018: Rep. Justin Alferman proposes Missouri sports betting legislation bill H 2406. If it passes, casinos will be allowed to offer legal sports betting in Missouri. The bill dies in committee.
- Jan 2018: Representative Bart Korman puts forward Bill H 2320, proposing to allow Missouri sports betting on riverboat casinos and through daily fantasy providers. The bill died almost instantly.

The variety of markets available on BetOnline is also worth mentioning. Apart from the classic, single-market bets, the betting app lets you combine bets and offers parlay betting and various handicaps.

The site has a really healthy horse racing market too and players are able to get plenty of options from all over the world, especially in the US and Europe.
We also felt that some of the betting options at XBet held better margins for punters looking at popular bets like UFC fights or racing outcomes. If none of these things are quite what you’re looking for, XBet has always got special events on hand for players to get a bet out.

Is Sports Betting Legal in Missouri 2023?
As of April 2022, sports betting is not yet legal in Missouri. However, lawmakers are pushing to try to get something done.
When (and if) that happens, it could still take at least six months to get off the ground when you consider regulations and other policies that will need to be written and approved.
With that said, you can play at offshore sportsbooks right now. To be fair, these are a legal grey area in that you cannot get in trouble for playing at these sites. So, as you wait for sports betting to legalize in the state, you can play here.

When Will Betting Be Legal in Missouri?
There is ample support for sports betting to get passed in Missouri. In the past, bills were shot down because they included provisions for video lottery terminals. With the current legislative session ending on May 12, 2023, we could see sports betting officially pass then.
However, keep in mind that if it does, it could be at least six months before anything happens in terms of launching.
The May 2023 Ballot to Legalize Sports Betting in Missouri
With multiple sports betting bills on the table for the Senate and the current legislative session ending on May 12, this is all that’s standing between the legalization and it not passing.
There are 18 State Senators in Missouri, and for a bill to pass, there must be a majority vote.
Supporters and Opponents of the 2023 Ballot for Legal Sports Betting in Missouri
There doesn’t appear to be that much disdain for sports betting in Missouri. The main driver behind why it hasn’t passed yet mostly has to do with language in the bills that concern other aspects of gambling outside of sports betting.
Let’s look at the supporters and the detractors in what they’ve said on the matter.
There has been support on both sides of the political spectrum regarding sports betting. Sen. John Rizzo, a Democrat from Kansas City, stated, “It’s, in my opinion, a little ridiculous that I can go to a casino and lose $1,000, but I can’t bet 50 bucks on the Chiefs to win.”
Additionally, Sen. Denny Hoskins, a Republican from Caldwell, sponsored SB 643.
There is another factor to consider here—pressure from the public, especially considering bordering states like Kansas, which are advancing their process, and Illinois, Tennessee, and Iowa, which have it legalized.
There are not any lawmakers who speak out negatively about online sports betting. In the past, other sports betting bills were turned down as they included provisions for video lottery terminals.
The only notable adverse reaction to sports betting in the state came from Daniel Smith, a counselor for Missouri’s state-funded gambling addiction treatment.
“Sports betting is very very quick, it’s simultaneous; in other words, you can bet on many things at the same time, and you can lose your shirt very easily,” Smith said.
Smith did say, though, that if sports betting was to pass, some of the profits should go toward treatment and prevention.

- HB 2320: Rep. Bart Korman puts this bill forward concerning daily fantasy sports providers and river casinos allowing sports betting. This bill died quickly.
- HB 2406: Sports betting bill brought by Rep. Justin Alferman that later dies in the committee.
- SB 1009: A bill brought by Senator Rowden includes provisions for riverboat casinos.

Betting Bonuses Available at the Top Missouri Sportsbooks
Whenever you can access a bonus at an online sportsbook, this is almost like putting free money in your pocket. These offers allow you to wager on something with more money or perhaps visit a wager you may have initially decided to pass on.
Below are some of the most prominent bonuses you’ll find.
With a deposit bonus, you will receive a certain percentage matched up to a particular dollar amount. Let’s use BetOnline as an example.
Their offer is a 50% deposit match up to $1,000. So, to get the total $1,000, you will need to deposit $2,000.
From there, you will not receive the bonus as cash. You will need to complete wagering requirements to unlock these bonus credits as withdrawable cash.
A reload bonus is something you can access after having already had an account at an online sportsbook. For the most part, these are deposit bonuses but with monetary restrictions that are not quite that of the welcome bonus.
With this type of offer, you’ll want to visit the promotions page of the online sportsbook and either opt-in or, if a promo code is required, use it during the deposit step to receive your reload.
A risk-free bet allows you to wager on a contest while knowing you will receive your wager back in site credits if you lose. This will enable you to take more risks with a bet, and should you win, you just keep your winnings as if it was any other wager.
No Deposit Bonus
With a no deposit bonus, you will receive a certain amount of site credit just for creating an account. The amount received is usually nothing more than $10-$25, but it allows you to get started with betting.
No deposit bonuses will come with wagering requirements but are usually nothing more than 1x.

Go Deep With NFL Bets
The Kansas City Chiefs are the heart and soul of Missouri, with quarterback Patrick Mahomes at the helm with a Super Bowl win in 2020. You can make wagers on the moneyline, spread, and totals with the NFL, but there are always exponentially more ways to wager.
The NFL is such a competitive market with online sportsbooks that you can’t go wrong anywhere, but our recommendation is XBet.
Bet at the Buzzer with the NBA
While there are no NBA teams in Missouri, many bordering states have professional teams. Whatever wagers you make in the NFL are the same as in the NBA.
BetOnline does an excellent job with NBA odds, including futures such as the NBA Champion and division winners.
Don’t Strike Out: Bet on the MLB
The Kansas City Royals, winners of two World Series titles in 2015 and 1985, have had their ups and downs over the years, but the Missouri faithful will always want to bet on the team that houses Kauffman Stadium.
Here, you will have similar wager types as the NBA and NFL, and Bovada has been a trusted source for years regarding MLB odds and betting.
Get Out of the Penalty Box and Wager on the NHL
While hockey is not exactly a significant betting drawing power, Missouri loves their St. Louis Blues, who won a Stanley Cup back in 2019. When you go to bet on the NHL, you will again run into the same bet types as the NBA, MLB, and NFL.
Over the years, BetUS and BetOnline have always been go-to hockey betting sites, and they rank here on our list.
Bet on Future NBA Pros with NCAA Basketball
There are very few events that are more fun to wager on college basketball than March Madness. All of the same bets will be available to you that you will find in the NBA, and XBet is always on top of covering as many college basketball games as possible.
There are not many notable programs in the state, but there are five Division 1 schools:
- Kansas City Roos – Members of the Summit League.
- Missouri Tigers – Made it to the Elite Eight in 2009.
- Missouri State Bears – Won the NAIA National Championship in 1952 and 1953.
- Saint Louis Billikens – Ranked first in the first AP basketball poll in 1948-1949.
- Southeast Missouri State Redhawks – Were the #13 seed in the West region of the 2000 March Madness tournament.
Wager on the Next Chiefs Player In College with NCAA Football
College football, like the NFL, is another top-level way to wager on sports. The types of wagers are all the same in the NFL, including futures on National Championship winners, award winners, and more.
Bovada is one of the best sources for college football betting.
Overall, the Missouri Tigers are the most prominent college football team in the state and are the only ones in the FBS. The school has won bowl games like the 2014 Cotton Bowl and 2015 Citrus Bowl.
Move It Along with Golf Betting
There are only a few ways to wager with golf, including the outright winner, top-5, top-10, and top-20 finishes. There’s nothing complex here, but all odds are somewhat long compared to favorites in other sports.
The Masters are always an important event to wager on, and BetOnline always has golf betting covered.
It’s The Final Lap: Horse Racing Betting in Missouri
While the state legalized horse racing wagering at tracks only in 1984, no horse racing tracks are available in Missouri.
However, if you wish to bet on horse racing, you can do so with a vast library of potential races to bet on at XBet or BetOnline.

Bets That Are Illegal in Missouri
Right now, players cannot “legally” bet on sports in Missouri, but thanks to offshore books, it is made possible. There is a legal loophole for offshore books in that you cannot get in trouble for wagering there, although it is technically illegal for offshore books to accept your bets.

Comparing Missouri Online Sports Betting to the Bordering States
While Missouri continues to figure out its sports betting laws, potential players can always just drive to a neighboring state to place their bets as multiple states with legal sports betting surround MO.
Of the states that border Missouri, Iowa, Tennessee, and Illinois are legal, and Kansas is on its way.

MO does have casinos in the state, but an interesting law surrounds them. So far, bills that intended to make Missouri sports betting legal fell through, and we likely won’t see any new initiatives until 2023.
