With multiple sports betting bills on the table for the Senate and the current legislative session ending on May 12, this is all that’s standing between the legalization and it not passing.
There are 18 State Senators in Missouri, and for a bill to pass, there must be a majority vote.
Supporters and Opponents of the 2023 Ballot for Legal Sports Betting in Missouri
There doesn’t appear to be that much disdain for sports betting in Missouri. The main driver behind why it hasn’t passed yet mostly has to do with language in the bills that concern other aspects of gambling outside of sports betting.
Let’s look at the supporters and the detractors in what they’ve said on the matter.
Supporters
There has been support on both sides of the political spectrum regarding sports betting. Sen. John Rizzo, a Democrat from Kansas City, stated, “It’s, in my opinion, a little ridiculous that I can go to a casino and lose $1,000, but I can’t bet 50 bucks on the Chiefs to win.”
Additionally, Sen. Denny Hoskins, a Republican from Caldwell, sponsored SB 643.
There is another factor to consider here—pressure from the public, especially considering bordering states like Kansas, which are advancing their process, and Illinois, Tennessee, and Iowa, which have it legalized.
Opposition
There are not any lawmakers who speak out negatively about online sports betting. In the past, other sports betting bills were turned down as they included provisions for video lottery terminals.
The only notable adverse reaction to sports betting in the state came from Daniel Smith, a counselor for Missouri’s state-funded gambling addiction treatment.
“Sports betting is very very quick, it’s simultaneous; in other words, you can bet on many things at the same time, and you can lose your shirt very easily,” Smith said.
Smith did say, though, that if sports betting was to pass, some of the profits should go toward treatment and prevention.

- HB 2556: Sponsored by Phil Christofanelli. It is read for the first time in January 2022. Sports teams in the state support the bill. He also sponsored HB 1666 in 2021.
- HB 2502: Quite similar to HB 2556 and also receives support from sports teams in the state.
- HB 2144: Read for the first time in January 2022, this bill was brought by Jim Murphy with a proposed effective date of August 28, 2022.
- HB 2752:No hearing currently scheduled or on the house calendar.
- SB 1013: Senator Hoskins proposes an integrity fee of 0.25% in the bill.
- SB 643: Bill introduced by Rep. Denny Hoskins will a proposed tax rate of 21%
- SB 1046 and 1061: Virtually identical bills introduced by Rep. Hegeman and Luetkemeyer, respectively. The tax is proposed at a rate of 10%.
2018
- HB 2320: Rep. Bart Korman puts this bill forward concerning daily fantasy sports providers and river casinos allowing sports betting. This bill died quickly.
- HB 2406: Sports betting bill brought by Rep. Justin Alferman that later dies in the committee.
- SB 1009: A bill brought by Senator Rowden includes provisions for riverboat casinos.
- HB 2535: Rep. Plocher brings this bill forward similar to SB 2406. It doesn’t make it far in the process.
